Asbestos was used extensively in naval vessels and shipbuilding, leaving some veterans at risk of disease decades after their service. This page uses the Ministry of Defence’s July 2026 War Pension Scheme statistics and current veterans’ guidance to describe the mesothelioma lump-sum route. Compensation recipients are not a complete count of service-related disease.
The focus here is narrow and deliberate. This page covers service-related exposure and the MoD/War Pension compensation route only. The civilian schemes — Industrial Injuries Disablement Benefit, the 2008 diffuse mesothelioma scheme, the Pneumoconiosis etc. (Workers' Compensation) Act 1979 and civil damages claims — sit outside the veterans' route and are covered on our asbestos compensation statistics page. National mesothelioma disease totals belong with the UK asbestos statistics flagship; we use just one national anchor here for context.
Key veterans' asbestos facts and figures
- 910 ex-service personnel with mesothelioma had elected to receive the War Pension lump sum by 31 March 2026.
- £125.8 million in cumulative mesothelioma lump-sum expenditure was recorded by 31 March 2026.
- £13.4 million in mesothelioma lump-sum expenditure was recorded for financial year 2025/26.
- Up to £185,000 is the mesothelioma lump sum from 6 April 2026, subject to eligibility and possible deductions.
- 73,924 pensioners received ongoing War Disablement Pensions at 31 March 2026, across all qualifying conditions—not just asbestos disease.
- ~60 veterans already diagnosed before 16 December 2015 were brought into scope when eligibility was extended on 29 February 2016.
- 6 April 2005 separates the usual service-period coverage of the War Pension Scheme and Armed Forces Compensation Scheme.
- 2,146 mesothelioma deaths in Great Britain in 2024 (national context), reflecting past exposure in male-dominated trades including shipbuilding.
Reviewed on 15 October 2026. MOD’s latest annual release was published on 2 July 2026 and covers the period to March 2026. Expenditure uses an accrual basis and can include pending cases. The current lump-sum maximum increased in April 2026; an annual increase to that maximum should not be assumed.
Why is asbestos a concern for Royal Navy veterans?
Historic naval and shipyard work could involve asbestos insulation around boilers, pipes and machinery. Disturbing that insulation during installation, maintenance or removal could release fibres, especially in confined spaces. The risk depends on what a person actually did and their exposure; serving in the Navy does not by itself establish an asbestos-related diagnosis.
HSE’s mesothelioma evidence identifies shipbuilding and other historic industrial work as important sources of exposure. Compensation statistics do not provide a reliable comparison of disease rates between branches of the armed forces. Our guide to asbestos exposure, risks and symptoms explains the distinction between exposure, latency and diagnosis.
How many UK veterans claim a war pension for mesothelioma?
MOD reports that 910 ex-service personnel diagnosed with mesothelioma had elected to receive the lump sum by 31 March 2026. This cumulative scheme count should not be converted into a monthly rate of new disease or projected into future diagnoses.
Lump-sum recipients are recorded separately from ongoing disablement pensioners. MOD reports 73,924 ongoing disablement pensioners at 31 March 2026 across all qualifying conditions. Neither total identifies everyone who developed mesothelioma after military service, including people who did not apply or chose a different compensation route.
How much is the veterans' mesothelioma lump sum in 2026?
From 6 April 2026, the statutory mesothelioma lump sum increased from £140,000 to £185,000. GOV.UK describes a payment of up to £185,000 because deductions may apply. A veteran with an accepted service-attributable diffuse mesothelioma claim can choose this tax-free payment instead of ongoing War Pension payments.
The reform added a lump-sum option to the existing War Pension route. It did not create the first opportunity for veterans with service-related illness to receive compensation. The choice has consequences for the veteran and dependants, so Veterans Services offers help explaining the options and any deductions.
| Date | Veterans’ mesothelioma lump sum | Change |
|---|---|---|
| 16 December 2015 | Up to £140,000 | Lump-sum option announced |
| 2016 | Up to £140,000 | Eligibility extended to earlier diagnoses; payments began |
| 6 April 2026 | Up to £185,000 | Statutory maximum increased by £45,000 |
How much has the MoD paid out in mesothelioma lump sums?
MOD records £125.8 million of cumulative mesothelioma lump-sum expenditure by 31 March 2026, including £13.4 million in 2025/26. These are the latest published figures, from the July 2026 annual bulletin.
The expenditure series is recorded on an accrual basis: expected expenditure can be recognised when a claim is submitted and revised if it is rejected or withdrawn. It can therefore differ from cash actually paid during a year. The 2026 release is official statistics, but no longer carries accredited official statistics status.
| Measure | Figure | As at / period |
|---|---|---|
| Veterans electing the mesothelioma lump sum (cumulative) | 910 | By 31 March 2026 |
| Mesothelioma lump-sum expenditure (cumulative) | £125.8m | By 31 March 2026 |
| Mesothelioma lump-sum expenditure, one year | £13.4m | 2025/26 |
| Ongoing War Disablement Pension recipients, all conditions | 73,924 | 31 March 2026 |
Can veterans exposed before 1987 claim compensation from the MoD?
Yes. The War Pension Scheme can cover illness caused by qualifying service before 6 April 2005, including exposure before 1987. Historical Crown immunity restricted civil claims against MOD for pre-1987 service; it did not mean that War Pension compensation was unavailable before 2015. The December 2015 reform introduced the mesothelioma lump-sum choice.
The War Pension Scheme generally covers service-attributable injury, illness or death arising from service between 1914 and 5 April 2005. The Armed Forces Compensation Scheme covers qualifying service on or after 6 April 2005. Cases involving civilian work as well as service exposure need individual advice about the available routes and possible deductions.
Is the lump sum tax-free, and does taking it affect other benefits?
The lump sum is tax-free. GOV.UK warns that choosing it ends the veteran’s and dependants’ entitlement to War Pension Scheme benefits, including supplementary allowances, treatment and War Widow(er)’s Pension; dependants may still claim funeral expenses. The case manager should explain the election and possible deductions before a decision is made.
Veterans Services can explain the options and support the claim. Welfare organisations and specialist legal advisers can also help with the consequences for a particular household or a separate civilian exposure history. A headline payment maximum cannot establish the best option for every family.
How do veterans fit into the national asbestos picture?
For national context, HSE provisionally records 2,146 mesothelioma deaths in Great Britain in 2024: 1,771 male and 375 female. These deaths concern the whole population and do not identify a separate veteran total.
The two datasets measure different things and should not be added together. The HSE figure counts deaths across the whole population from all sources of asbestos exposure; the MoD figures count a compensation route open only to those whose mesothelioma is attributed to service. A veteran who dies of mesothelioma appears in the HSE national death total regardless of whether they ever claimed a war pension. Treat the HSE number as the backdrop and the MoD numbers as the service-specific foreground — that is the only way to read them without double-counting. For the full national breakdown, see our UK asbestos statistics flagship.
Frequently asked questions
How much is the veterans' mesothelioma lump sum in 2026?
The statutory maximum is £185,000 from 6 April 2026, increased from £140,000. GOV.UK describes a payment of up to that amount because deductions may apply. It is an alternative to ongoing War Pension payments for an accepted service-attributable mesothelioma claim.
How many UK veterans claim a war pension for mesothelioma?
The latest MOD release records 910 ex-service personnel who had elected to receive the mesothelioma lump sum by 31 March 2026. This is a cumulative compensation count, not a monthly rate of new diagnoses or all War Pension claims.
Can veterans exposed to asbestos before 1987 claim compensation from the MoD?
Yes. Qualifying pre-1987 service exposure can fall within the War Pension Scheme. Crown immunity affected the civil litigation route, while War Pensions existed before the mesothelioma lump-sum option was introduced in December 2015.
Is the War Pension mesothelioma lump sum tax-free, and does taking it affect other benefits?
It is tax-free, but choosing it ends entitlement to the War Pension Scheme benefits specified in GOV.UK’s guidance for the veteran and dependants. Funeral expenses may still be claimed by dependants. Veterans Services should explain deductions and the consequences before the choice is made.
Does the War Pension Scheme cover recent service, or only older exposure?
The War Pension Scheme generally covers qualifying service from 1914 to 5 April 2005. The Armed Forces Compensation Scheme covers qualifying service on or after 6 April 2005. Eligibility depends on the circumstances and service attribution of the condition.
For workers and duty holders whose jobs bring them into the pre-2000 buildings and vessels where asbestos-containing materials still sit, our CPD-certified Asbestos Awareness Course covers the training required under Regulation 10 of the Control of Asbestos Regulations 2012.
The service-era exposures behind these figures are done — but asbestos is still in the fabric of thousands of pre-2000 buildings. Make sure your team can recognise it before they disturb it.
